This does not appear to be dialup specific. I'm forwarding your mail
to bugs for comment. I suspect the answer is that you should set the
WGFILE environment variable befpre starting the second zwgc. This
allows zctl to intereact with each zephyr process depending upon the
value of WGFILE. It's always been possible to do this, but it looks
like zwgc has started to require it.
