What's wrong:

If you try to run inc when you do not have a mapping to your
filesystem, then instead of telling you permission denied, it tells
you "disk quota exceeded."  I don't know if this happens when it is
trying to write messages into your inbox, but I am definitely sure it
happens if you do not have a Mail or inbox directory and inc tries to
create it, and I would assume that it would carry over to any time
that inc attempts to write to the filesystem and fails.
