The 8.2 dialups are running exactly the same ftpd as any other 8.2
machine. If you think you've observed a different behavior between an
8.2 dialup and an 8.2 workstation, you're probably confused.
As I said when we discussed this in person, the bug is in the krb5
tree, not in anything we've modified, so you should send a krb5 bug
report (with krb5-send-pr).
