xlogin misbehavior on Indy

opus, an R4600 running 8.2.8, is not running an xlogin. It is running
the usual pair of axdm processes and a nanny. My guess is that xlogin
exited and axdm did not wind up running an elmer or anything else, but
I can't tell (I've enabled *.debug syslogging to /var/adm/debug so I
can get better information next time).
