No path MTU discovery in Solaris TCP?

I won't have time to look at this before next week, but it appears that
Athena Solaris machines aren't doing path mtu discovery.
It looks like the ndd vars are set properly.
This is kind of irritating.
Setting tcp_mss_def (ndd /dev/tcp) to 1460 instead of 536 works, but I
don't think it's the right solution.
Hopefully someone else can look into this...
