Actually, this indicates that his account is over quota.

(Before netscape is launched, a tcl script checks for the
existence of a lock file.  If it's found, the file gives the user
the option of removing it.  Then, when netscape is launched, it
attempts to create a lockfile.

From the user's description, it sounds like the tcl script ran,
didn't see a lockfile, and then netscape started, tried to create
a lockfile and _failed_ (because of the account being over quota),
and then netscape printed a misdirected error message.)
