Actually, you are seeing a bug in MH, rather than a bug in exmh.
(Exmh is a graphical front end to underlying MH routines.)
I tested MH a few times, and discovered that it is indeed possible
to tell it to deliver messages with no recipient.
As far as I can tell, MH obligingly drops the messages on the floor.
There's probably no way to recover your draft, unless you were
fortunate to have set a "Fcc" header field.
MH is probably too bug-riddled for this one bug to be worthy of
attention, but I'm cc'ing this to bugs anyway to keep jhawk happy.
Sorry we couldn't do anything about this; hopefully if you notice
any other bugs, we'll be able to resolve them better.
