   Steve Lee (slee) reports that when he telnets from an Athena sparc 4
   to either express.dialup or athena.dialup, then tries to use vi (with
   :set nu), it shows him the file from line 41 on, NOT from line 1 on.
   The text shown is from line 41.  Tests on a dummy file showed that
   although it showed him line 41, deleting the line removed line 1.

   He said that doing this from a differently sized window got him
   different starting lines (e.g. 31 instead of 41).

Telnet is (or should be, it did in my testing) propagating the term
info using what he starts with.  My guess is either his terminal info
isn't propagating, his dotfiles are changing the info incorrectly on
login, or they are wrong to start with.
