Just saw this in net-security. I had the same problem a couple
of days ago installing on a Mac SE30 running MacOS 7.5.5 with
OT and OT/PPP.

HELP!
I just downloaded and installed NCSA Telnet 2.7b4 on qwark.mit.edu from
ftp://net-dist.mit.edu/mit/macos7/network/ncsa-telnet/current/ .
Nothing strange appears in the installer log file, yet when I open
"NCSA Telnet 2.7b4 (fat)" there is an immediate error of type -192.
This is a Macintosh Quadra 800 with System 7.1 and 40 MB RAM.
