figure out why cron wasn't doinganything on this machine.

What should have happened?
It should have been able to find those users.
Yo, got any documentation, or other info?
Perhaps it is relevant that the cron rc script runs before the
athena one whinc cleans up /etc/passwd from passwd.local?
Note that this doesn't always happen, only occasionally.
