The library prelogin option is supposed to a timer process that cleans
up automatically. It's broken in the current library locker but is
fixed in library.new, which I've been trying to get in place for many
months now. Hopefully it will go out in the next week or two. I
suspect, but have not confirmed, that this would fix the reported
problem.
