That's not a bug. Athena workstations route all mail to the mailhub of
their choice. Steve-dallas happened to choose to route that mail to
pca instead of ssa. pca would then forward it to ssa.
If you think this violates some RFC, you should cite a specific
section instead of citing the entire text of 6 RFCs.
