Thank you for reporting the problem with dash/htmlview/mosaic/websis.
The resolution has been to modify htmlview, so that
htmlview -c URL
causes htmlview to use a certificate-capable browser if available or
notify the user that a certificate-capable browser should be used.
The dash entry for websis is being modified to use this.
