The dialog boxes have two purposes. One, to remind you that time is
passing, since you can ignore the timer. Two, to eventually get
reasonably annoying so you will log out anyway.

The timer also has two purposes. One, so at any time you can look at
it and see how long you've been there. Two, so that if someone is
inclined to kick you off they can look at the timer and know if you've
been there too long.

That the 10 minute limit is well known is an implicit premise in the
code; why should it be nonobvious? My understanding was that this
would be posted over the quickstation(s), so the assumption is that
you should simply know this.

It might be nice if there were a timestamp in there, but I hardly
think it's a horrible flaw that there isn't.
