This isn't a bug, but a Zephyr customization. It is sent by the "zephyr
punt user" system that you (or someone else with your permission) have
added to your ~/.zwgc.desc file. It signals that you are not blocking
zephyrs from any users. More information on this should be in the comments
in your ~/.zwgc.desc file. You can also look in
/mit/dotfiles/Zwgc.desc/rjbarbal.zwgc.desc for more instructions on this
modification.
