Really, it's great that Perl documents that the installer must
hand-check and modify hundreds of generated files to do an install,
but that doesn't mean we're going to go to all that work. Since we
don't keep copies of the generated header files in the source tree, we
can't just patch the file (although we could maintain a set of patches
to apply after generating the files).

We correct bugs in third-party software depending on how important it
is to us and how easy it is to do so. The h2ph screw is a serious
design flaw and is very difficult to correct. We can try to work
around particular cases which are important to users, but it does
require inventing some machinery which we don't currently have in the
build process.
