export acad13 file to 3dstudio with 3dsout command

acad13 crashes with:
FATAL ERROR: ADI display driver is not running.

acad13 should have writtten a 3dstudio file

this has happend on 4 different workstations i have tried and it is not
a file problem. I suspect that when Athena upgraded acad13 to v 13c4
or whatever the newest version is they did not properly set the default
configuration for the adi render display driver and the 3dsout export
plug in.
this is a serious problem and needs to be looked into.
