RT 6.0A: newsyslog turns over sulog too often

(Bug from 5.5 systems, still there)

newsyslog is turning over the log /usr/adm/sulog on a daily basis,
rather than waiting till it grows to 10K or whatever.  This bug crept
in when the program became a binary rather than a shell script.
