What's wrong:
two problems:
1) there is no call to init_gms_err_tbl() in get_message, so that any
of the GMS-specific error codes don't have text with them when
syslog'd. (fix is add that one line.)
2) the ``error'' code 17 (GMS_OLD_MESSAGE) is getting syslog'd,
although this is actually the most common case. Code should go in to
specifically compare for that.
What should have happened:
fixes above should go into some future release; there should be a
real methodology for error handling in user code.
