You are correct; there was a typo in a a checkin by miki to the xlogin
source (for building /etc/athena/xdm), and xlogin stopped setting the
OPENWINHOME environment variable.
This will be fixed before the public release.
(Note that OPENWINHOME should also be getting set for tty logins, and
it isn't. We should eventually make this the responsibility of
/usr/athena/lib/init/cshrc, instead of xlogin, but that's an issue for
a future release.)
