If memory serves correctly, the -a is appended after the rules files are
read in. (see getrules() in rules.c).
The idea was that -a would "append" the rules to the top level .rconf*
files for the destination and source rule files. Subdirectories may
override these values (unless -norcrules and -nodstrules are set).
We found it useful in disabling any .rconf files that were given to us
by developers and provide our own top level -a file for syncing the
sources into the build tree....
