RT 6.0A performance is a downer

The user-visible response time of the RT 6.0A system is far worse
than the 5.5T system. It took four minutes by the clock for emacs to
appear. With its present performance, 6.0A is UNSHIPPABLE.
It is possible that the problem lies in the use of NFS rather than
RVD for system binaries, but it is also possible that something else
is wrong. Is there a spare RVD pack around onto which we can copy
the system in order to find out quickly whether or not the problem is
deeper? We need to get an answer to this question as soon as
feasible.
