The version currently on the packs, yes.  (Well, if I remember
correctly, it actually does use kpathsea, but in that version
kpathsea didn't have the ls-R feature yet.)

The version in the newtex locker does use ls-R files.  I have, in
fact, known about this feature for a long time, except it's still
waiting for some font-tree consolidation stuff that has been in the
bert-is-a-lamebutt wait for some months now.  =)
