'csh -c' behaves differently on vax than on RT.

I have finally discovered why people said Andrew previewing wasn't
working.
Do the following on a vax and on an RT and you get different values
returned for the path variable:
set path=(/mit/andrew/${hosttype}/bin $path)
csh -c 'set'
This has the effect of changing your path in your current environment,
forking a c shell, and asking what it thinks your path is set to
(among other variables.)
On the vax, the change to the path variable does not get recognized in
the sub-shell.
