We just found another test case here that was actually having the problem.
It appears that if you are using a TechMail settings file from an older
version than 2.3a4(?) then it will fail to preserve the signature
setting. The current work around is to trash your old settings file and
have TechMail create a new one and re-enter your settings.
I don't think any internal work arounds will make it into 2.3a5.
