insert-file refuses to read a file if the directory containing it is 
undreadable (i.e. --x).  It says "Opening directory: permission denied" 
as if it is trying to complete the filename.  C-x C-f and C-x C-v work 
correctly, and read the file even if the directory is unreadable.
