netscape problem

This is not as much a bug as it is a problem with netscape in the
infoagents locker.  netscape seems to want "hog" the colormap so that
other programs like emacs and xsetroot cannot allocate the colors that
they need.  I consistently observe this behavior on the suns.

To me, this is a problem.  I don't think that any application should be
able to hog the colormap so that other applications can't allocate
colors.  For example, whenever xv uses a private colormap, you can only
see the correct colors when the cursor is in the xv window.  This is
good behavior.  netscape's behavior is not.
