When I updated my RT 5.5T to 6.0 it ended up without the files
/etc/Xapa16 and /etc/ttys .
In attempting to fix it, I noticed that /etc/rc.net was not
executable. After fixing that, the shell still couldn't run rc.net;
it bombed out with
Setting up network: /etc/rc.net: /tmp/sh440: cannot create
All this breakage may be caused by the root file system being over
100% full.
