This was an artifact of some upgrade work I was doing to the locker.
It was in this state for about an hour as I changed the volume mounted
on `/mit/emacs19/install', having mistakenly assumed that the
top-level of the locker was in a replicated volume (and thus that no
one would notice the change until the nightly propogation). Once I
discovered the problem, I corrected it and had the top level of the
locker replicated, so this shouldn't be a problem in the future,
either.
