Try invoking it like this:
attach techinfo
/mit/techinfo/xtechinfo
That's what the attach-and-run script in the "Athena" SGI release does.
Typing /afs/athena.mit.edu/software/techinfo/arch/sgi_52/bin/xtechinfo
would give the same result for an "Athena" SGI.
