imake and related utilities broken on all Athena platforms

imake and imake related utilities (xmkmf, etc.) are horribly
broken on all Athena platforms. It is not possible to build
X programs using the utilities, one must use the ones in the
x11r5 locker, or those local to the machine. I really think
that this should not be the case, and that either functional
configurations should be installed, or none of this software
should be in /usr/athena/bin.
