This is INTENTIONAL. I told you before that the new dialup
setup is designed for only 8 users and that if the old dialup was not
replaced soon, we would have to temporary hack back into place things
like extra process entries, extra ttys, etc. In any case, this should
not be sent to athena bugs as it is not an athena bug!
