Did not have entries for ttyq0 - ttyqf. Dialup has more than 16 users
on it, and this was causing things to break (people logged in without
appearing in /etc/utmp). Btw, this was documented in the /site/CHANGES
file before dialup was converted. There is no excuse for not doing this
in the first place.
