Telnet -l root -safe to rsaix asks for password

If I'm in roots /.klogin on a RISC/6000 (with a srvtab), and I
telnet -safe -l root to that machine, I am prompted for the password.
If I rlogin -machine -l root -x, I am not.
On Suns, I am never prompted for the password, even with
telnet. I did make sure my telnet was both authenticating and
encrypting. Interestingly, with non-root accounts, I am not prompted
for the password even with telnet.
