Where is this command?

There is a program called newpag that does what you describe in the
AFS locker; however, it is not there for Solaris.

Actually, it is not a bug in xlogin or login. They actually do not
call setpag intentionally under Solaris because it does not work
correctly under Solaris. That is, it is an AFS bug for that operating
system. We have not as yet been able to fix this problem. Richard
knows more about it.
