What were you trying to do?
Public is set to false. We are using our own password file.
What's wrong:
When the machine boots, it doesn't update /etc/passwd with
/etc/passwd.local or /etc/shadow with /etc/shadow.local.
It only does this if public is true. We must wait for the
first reactivation after it boots for this to happen.
What should have happened:
I believe that copying /etc/{passwd.local,shadow.local} to
/etc/{passwd,shadow} should happen independent of what public
is set to. This is how it is set up on the decstation.
