root login in xlogin waits for reactivate

I tried to login to joy (DECstation) as root via xlogin.  I got "Waiting
for workstation to finish activating" in the console for a minute or
two, and then got the xlogin screen again.

Root login should not wait for reactivate to finish.  I should always be
able to login as root.
