This problem exists in the Athena release, as config_afs was obtained
from the Athena release (and only changed for the different locations
of programs under Linux).

If the umask for root is set weird, then this can fail on Athena
machines as well.

The fix is, as Mark suggested, a chmod in the appropriate place of
config_afs.

After running config_afs, aklog didn't work -- giving

aklog: can't get afs configuration (afconf_Open(/usr/vice/etc))

Turns out that CellServDB was mode 600 owned by root. chmod a+r fixed
the problem. (config_afs should probably set umask or do an explicit
chmod...)
