(VS2) Version 6.0C: shutdown doesn't check error codes

System type, version:	(VS2) Version 6.0C
System name:		dialup
What's wrong:

With a (nearly) full process table, the following happened on dialup:

# /etc/shutdown -r +3
Shutdown at 17:04 (in 3 minutes) [pid -1]

Note the [pid -1], the error return value from fork. Needless to say,
the shutdown did not occur.

What should have happened:

shutdown should have detected the error, and printed an error message
with perror() perhaps.
