You reported a bug with sortm:

  What should have happened:
  it should sort the mail in order (packing all the mail such that all the
  mail is assigned a mail message number as low as possible)

This is a feeeture, not a bug.  Check out the manpage:

     Previously, sortm would try to fill any gaps in a folder within the
     range of messages it sorted. To improve performance, sortm now minimizes
     the number of message moves.  To pack a folder, use "folder -pack"
     instead.

I doubt that this will be changed, since it's now `standard MH behavior'.

If you really think it's a bug and needs to be fixed, send in another report
and I'll shove it over to the right desk...
