This bug has been reported many times.  At least some of the relevant
transactions are:

NetProb:  196 (Oct. 31, 1993, reported by Ezra, with a fix)
NetProb: 1957 (July 13, 1994, reported by me)
testers: 2687 (Aug. 09, 1994, reported by me citing NetProb tickets.)

It is worth noting that you can do an encrypted rcp if the target user
on the remote machine is root.
