7.7 zwgc ttymode not dying on logout?

I have a private workstation. People telnet to it. When they log
out, zwgc is left running (ttymode). This was noticed when the
machine ran out of ptys (I logged in as root on the console with emacs
as my login shell, and used emacs shell escapes to do ps aux to see
what was going on...).
I don't think this was happening before 7.7.
