  I was trying to use slitex from a 7.7E machine, and it complained
  that it couldn't find slides.sty.  If I attach newtex and run
  /mit/tex/bin/slitex, it works fine.  This means that the 7.7
  release is missing the slides.sty file (and possibly other sty
  files as well, but I haven't checked).

No, it means that you didn't read the release notes.  The new [La]TeX
installation has files split up into subdirectories, (otherwise, the
directory has more than 300 files!).  You should put a blank path
element in your $TEXINPUTS file to specify where you want the
compiled-in defaults to appear; in practice, this means that you want
to append a slash to your $TEXINPUTS.
