Thanks for your bug report. You basically reported:

On public workstations it is setuid root. However, as you know, you
encountered this problem on a dialup. As dialups are used by many
people rather than a single user at a time, there are additional
security concerns to be addressed while maintaining them, particularly
with respect to preventing unauthorized root access. The maintainers
of the dialups probably have reason to believe that /usr/ucb/rcp is a
security problem on the DECstation, and so have stripped it of its
privileges.
I will forward your report to them (bug-dialup) and they should give
you more information, or tell you what I just did...
