What's wrong:
The link in /urvd/athena/ from access_on to access_off reads:
/urvd/athena/access_on@ -> /usr/athena/access_off
The link should, in reality, read:
/urvd/athena/access_on@ -> /urvd/athena/access_off

If, for example, you are working on a server which has rebuilt /usr in
/site/usr, then there is no /usr/athena/access_off. When you try to
run access_on because you've accidentally run access_off when you
didn't want to, you discover that it won't let you run it without
first creating a link from /usr/athena/access_off to
/urvd/athena/access_off.
