A bug with the workstation environment

A brief synopsis of the problem:

We've been noticing that workstations are crashing from time to time.
Some of the symptoms include:

	1) Windows stop taking input one at a time, ie. the login
	window stops taking any characters, then the emacs window, 
	then everything, but the mouse tends to live on.

	2) Window borders stop high-lighting when the mouse enters the
	window.  This has been fixed occassionally be restarting the
	window manager with Meta-Shift-Middle button.

At least seven consultants have noticed these symptoms, with at least
20 total incidents in which we were called upon to fix the problem
(rebooting the workstation).

This bug (or these bugs, whatever the case may be), doesn't seem to
discrimintate between RT & VAX. 

We realize that this information may not be very useful to you, so we
ask that you provide us with some suggestions on what symptoms to look
for when these incidents happen again.  We do hope that this
