What's wrong:
The man page for emacs said the following line:
If you become an Emacs addict, you'll probably want to
secure a copy of the GNU Emacs Manual. You can purchase this
document at Information System's Publications Office in
Building 11, Room 209.
I believe IS do not offer this service anymore (a user claimed that the
room is non-existent).
What should have happened:
A more reliable way to get that manual is from the Coop under Quantum books
