edquota -p doesn't work right

I have been testing nfs on a ds5000/25. I was using edquota with
the "-p" switch and this is what happens...
ops-2# edquota -p 13438
-p: no such user
and then it just edits for the user id 13438.
Excerpt from the Ultrix man page...
If the -p option is specified, edquota duplicates for each user, the
quotas of the prototypical user specified. This is the usual mechanism
used to initialize quotas for groups of users.
Ops will need this function in order to support nfs service on a decstation.
