The default zwgc.desc, /usr/athena/lib/zephyr/zwgc.desc, invokes
zmailnotify as /usr/athena/zmailnotify instead of
/usr/athena/bin/zmailnotify. Note that this is inside a comment with
instructions to uncomment it if you want to use it. As a result of
this, there are new users who still require the compatibility link.
