I won't contest the function of the 's' flag but the fact
is that I just sent myself a message which went through my
workstation configured with the sendmail.cf you mention, and
then through the MIT.EDU mailhub.

The quotes were still there when I picked up the message
from my post office server:

Running sendmail in test mode (-bt) shows the quotes are
not touched.

So was there a problem that you saw?  Can you document it?
